Learned Standing Counsel has obtained instruction in the matter which is taken on record and the same is also supplied to learned counsel for the petitioner. 3. It is contended by learned Standing Counsel that the petitioner's representation dated 21.02.2024 has already been disposed of vide order dated 27.02.2025 disclosing the fact that the petitioner's candidature for promotion has been directed to be in sealed cover by the Departmental Promotional Committee for promotion in the year 2023. 4. At this stage, learned counsel for the petitioner submits that since the criminal case is an old one therefore, the petitioner is entitled to benefit of the Government Order dated 28.05.1997 as he is not at all responsible for delay in disposal of the criminal case. The Court is of the considered view that before the petitioner can be granted relief, he should also challenge the order dated 27.02
