He was promoted as Colonel on 2 May 2005, as Brigadier on 18 March 2013 and was posted as Chief Engineer of the Delhi Zone and Incharge of the construction of a Cardiothoracic and Vascular Surgery1 project in the Army Research and Referral Hospital2, Delhi. He was thereafter promoted as Major General on 2 December 2019. 2. The work of the respondent as CE Delhi Zone and Incharge of construction of the CTVS project in the R & R Hospital was 1 “CTVS”, hereinafter 2 “R&R Hospital”, hereinafter 2015. The CTVS project was inaugurated by the Defence Minister on 25 May 2015. 3. On 30 December 2019, the respondent was issued a show cause notice, in respect of an investigat
