There is absolutely no material on record, on the basis of which, it can be said that Primary Health Centre (PHC) or Community Health Centre (CHC) is required to have a particular strength of staff and the medical facilities as per the norms fixed by the State Government. It is also not brought on record as to what number of staff is available and what amenities are lacking for effectuating the medical services at the Commnity Health Centre which has newly been constructed according to norms. 3.
