At the outset, learned counsel for the petitioner made a submission that this PIL be permitted to be withdrawn. The prayer is rejected because in a public interest litigation, the party who has come before the Court espouses a public cause and has no personal locus which he can abandoned at his sweet will. The Court has taken cognizance of the public interest involved and proceeds with the matter.
