This writ petition has been filed praying for the following relief: "1) Issue A writ order or direction in the nature of mandamus directing the Commissioner Vinchyachal Mandal Mirzapur to decide the Appeal no. C202516000000412 under Section 6(1) U.P.control of Goonda Act (Mahesh Kumar Tiwari Vs. State of U.P.) within stipulated period. II) To pass appropriate order staying the effect and operation of the order dated 26.3.2025 passed by District Magistrate, Mirzapur during the pendency of appeal before Commissioner Vindhyachal Mandal, Mirzapur." 3. Learned A.G.A. the aforementioned shall be decided expeditiously by the authority concerned by the competent authority in view of the law laid down by Hon'ble Supreme Court in Special Director and Anr. Vs. Mohd. Ghulam Ghouse and Anr., (2004)3 SCC 440. He f
