This bail application has been preferred by the accused-applicant, Shiva, who is involved in Case Crime No. 939 of 2024, under Section 21/22 of N.D.P.S. Act, Police Station- Highway, District- Mathura. There are allegations against the applicant that he was found in possession of 490 gram of Alprazolam. Learned counsel for the applicant has submitted that by way of Notification dated 23 December, 2022, the Union Government has notified the enactment Narcotic Drugs and Psychotropic Substances (Seizure, Storage, Sampling and Disposal) Rules, 2022. Chapter II of the aforesaid rules provide for Sampling of the contraband substance. Rule 10 categorically provides that: 10.
