Singh Kaosik, learned counsel for the appellants and learned Standing Counsel for respondents no. 1 and 2. Though Shri Prabhakar Awasthi, learned Senior Counsel had appeared before the writ court from the respondent's side, however, this Court has been informed that respondent no. 3 for whom Mr. Awasthi had appeared, has died after passing of the order impugned and, therefore, appearance of Mr. Awasthi before us today is of no consequence as he cannot represent a dead party. 2.
