Declaration of the petitioner as L-1 with regard to the tender in question was challenged by respondent No.4 through filing of an appeal before respondent No.2 under Section 16 of the Punjab Food Grains Labour & Cartage Policy, 2026 (for short – 'the Policy') which appeal through order dated 02.05.2026 was accepted and the matter was remanded to the Tender Committee for fresh consideration. The order dated 02.05.2026 passed by respondent No.2 was challenged by the petitioner before respondent No.1 through filing of a statutory appeal under Section 17 of the Policy which is pending adjudication for the last two weeks and the delay is causing prejudice to the petitioner.
