The petitioners have invoked the writ jurisdiction of this Court by filing the instant petition under Articles 226/227 of the Constitution of India seeking a writ of certiorari for quashing order dated 20.09.1989, whereby proficiency step-up given to the petitioners was withdrawn and for quashing the instructions issued by the respondents to the effect that the person who had forgo promotion is not entitled to proficiency step-up in increment. Further, seeking issuance of a writ of mandamus directing the respondents to grant the petitioners benefits of additional increments on completion of 8 and 18 years of satisfactory service with all consequential benefits. 2.
