The jurisdiction of this Court has been invoked under Article 226/227 of the Constitution of India for issuance a writ in the nature of mandamus directing to the respondents to issue appointment letter in favour of petitioner, in pursuance of office order No. 2/23-2025 PP (3) dated Panchkula, the 27.10.2025 (Annexure P-13) inspite of sanction was accorded for appointment of petitioner on the post of Clerk (Group 'C') (General Category) as per provision provided in Rule 5(1)(b) of Haryana Civil Service (Compassionate Financial Assistance or Appointment) Rules, 2019 (Annexure P-11) vide memo No. 2/6-2025 HRME-| (4) dated Panchkula the 21.11.2025 (Annexure P-14) for issuance of appointment order in favour of petitioner kept withheld since more than six months, on the other hand the similar situated issued offer of appointment vide office order No. KW2/4-2023 HRME
