(ORAL) The petition has been filed inter alia seeking a writ of mandamus directing the respondents to promote the petitioner to the post of Technical Officer from that of Assistant Technical Officer, and release due benefits. 2. Learned State counsel, on instructions, submits that the reason for not considering the petitioner and other similarly placed University employees for promotion is that the respondents are in the process of drafting service rules for the purpose. A committee has been constituted to prepare service rules for non-teaching staff of State Technical Universities, including the respondent-University, vide office order dated 13.02.2026, under the Chairmanship of Director, Technical Education.
