The present petition has been filed by the petitioner under Articles 226/227 of the Constitution of India, seeking issuance of a writ of mandamus directing the respondents to grant the petitioner the benefit of regularization after completion of 10 years of service from the initial date of appointment i.e. 01.03.1995 (becoming due on 01.03.2005), in terms of policy dated 04.03.1999 (Annexure P-1) and to fix his pay and seniority from the due date of regularization i.e. 01.03.2005 or in alternative from 29.09.2008, when similarly situated employees were granted the said benefits along with all consequential benefits including arrears with interest @ 18% per annum and pensionary benefits calculated from 01.03.2005. Further, to consider and grant promotion to the petitioner to the post of Lineman at par with his juniors along with all consequential benefits, including arrears
