The instant writ petition has been filed under Articles 226/227 of the Constitution of India for issuance of a writ in the nature of certiorari for quashing the selection and appointment made to the post of Block Development and Panchayat Officer under the Handicapped Category, being totally illegal and arbitrary. 2. Factual backdrop presented before this Court is that the respondent No.2 advertised three posts of BDPO under the handicapped category along with other various posts, vide advertisement published in the English Tribune on 16.09.2000 (Annexure P-1).
