The challenge in the present writ petition is under Article 226/227 of the Constitution of India for the issuance of a writ in the nature of Certiorari/Mandamus or such other appropriate writ, order or directions directing the respondents to refix the pay of the petitioner in the Grade of Rs.1200-2100 w.e.f. 1.1.1986 and Rs.4020-6200 w.e.f. 1.1.1996 on the basis of his Educational Qualifications in view of the recommendations made by the Pay Commissions which have been duly accepted by the State Government as well as by the Department of Public Works and have also been implemented in respect of the other skilled employees of the State Government, with all benefits as revised from time to time and to release the arrears forthwith alongwith interest @18% p.a. from the due date, to which the petitioner is legally
