The petitioner has filed the instant petition under Articles 226 and 227 of the Constitution of India, seeking issuance of a writ of certiorari for quashing the impugned charge sheet/memo dated 13.08.2019 (Annexure P-1) issued under Rule 8 of the Punjab State Electricity Board Employees (Punishment & Appeal) Regulations, 1971; order dated 11.08.2023 (Annexure P-4), whereby punishment of withholding of two annual increments with cumulative effect has been imposed upon the petitioner; and order dated 22.12.2025 (Annexure P- 6), whereby the statutory appeal preferred by the petitioner against punishment order dated 11.08.2023, has been dismissed.
