In compliance of the previous order of this Court, report has been submitted by the office that the instant writ petition is cognizable by this Court. 2. Heard Sri Ashutosh Yadav, learned counsel for the petitioner and Sri M.N. Mishra, learned Addl. C.S.C. for the state-respondnets. 3. The instant writ petition has been filed for the following reliefs:- "1. Issue a writ, order or direction in the nature of Mandamus directing and commanding the respondent no.02 to decide the representation dated 01.10.2003 given by the mother of the petitioner by a speaking and well-reasoned order within a stipulated period of time; and/or, 2. Issue a writ, order or direction in the nature of Mandamus directing and commanding the respondent no.02 to decide the representation dated 15.12.2021 given by the petitioner by a speaking and well-reasoned order within a stipulated period
