At the very outset, Sri Vivek Singh, learned counsel for the writ petitioner seeks to withdraw the present petition, wherein the the promotion order has been challenged with the affected parties have not been made in the present writ petition, with liberty to file afresh, as according to him, the present petition has not properly been constituted. 2.
