After hearing the parties and perusing the record, what comes out, is that there is no change in the kotedar i.e the person who runs the fair- price-shop, only location of the fair-price-shop has been changed. Now, the essential items are to be distributed to the public at large from the modern fair-price-shop constructed by the village pradhan in terms of government policy. 3. The petitioners belong to the same village. As far as their rights to receive the essential commodities are concerned, the same remain unaffected. So far as the allegation regarding violation of some government order is concerned, the petitioners may approach the higher authority, if it is so, but there is no reason to proceed any further in the matter in a public interest litigation petition, esp
