Heard Sri Siddharth Khare as well as Sri Kauntey Singh, learned counsels for the writ petitioner, as well as Sri N.C. Tripathi for the respondent nos. 1 to 4. 2. In view of the order which is being proposed to be passed today, notices are not being issued to Respondent nos. 5 and 6. 3. A statement has been made by Sri Tripathi, learned counsel for the respondent nos. 1 to 4 that he is well equipped with the instructions and he does not propose to file any affidavit. He further submits that the writ petition be decided on the basis of the documents available on record.\ 4. With the consent of the parties, the writ petition is being decided at the fresh stage. 5.
