The case of the writ petitioner is that the writ petitioner was initially appointed as Sub-Inspector (Ministerial) on 27.09.2011 under Dying-in- Harness Rules and while the writ petitioner was posted as Sub-Inspector (Ministerial) at Police Training School (P.T.S.) Jalaun, he applied for transfer to Agra Zone or Aligarh Zone on the ground that his wife is Sub- Inspector and she is posted in Mathura district.
