Heard Shri Ramesh Gupta, learned counsel appearing on behalf of petitioner, learned Standing Counsel representing the State-respondent Nos.1 to 3, 6 and Shri Amrendra Singh, learned counsel appearing on behalf of respondent Nos.4 and 5. 2. In light of the proposed order, notice to private respondent Nos.7 to 9 is dispensed with. 3. It has been submitted on behalf of the petitioner that he purchased a residential plot situated at Mohalla Padao, Ashokpur, Nawabganj, District Gonda from its owner, namely, Ram Autar through registered sale deed dated 15.03.2004. On the basis of the said sale deed, the petitioner moved an application before the Nagar Palika Parishad, Nawabganj, District Gonda for mutating his name in the revenue records. The application of the petitioner was allowed by means of the order dated 31.05.20
