This is a writ petition under Article 226 of the Constitution of India, wherein the writ petitioner has made the following main prayers:- "a. Issue a writ, order or direction in the nature of Mandamus directing Respondent Nos. 2 and 3 (Distribution License Authorities) to exercise their statutory powers under the Electricity Act, 2003 and applicable UPERC Regulations
