Heard learned counsel for the parties and perused the record. 2. This writ petition has been filed seeking following relief :- "To issue a writ, order or direction in the nature of Mandamus directing the respondents to report the matter to the authority concerned for removing illegal encroachment from the public utility land i.e. Pond and Crematorium of revenue village viz. Belahar under Tehsil Kurawali, District Mainpuri, within stipulated period. ii. To issue a writ, order or direction in the nature of Mandamus directing the respondents to decide the representation of the petitioner." 3. A preliminary objection has been raised by learned Standing Counsel that petitioner, who is complainant, is not a party to the proceedings and, therefore, prayer made by the petitioner cannot be granted.
