Heard Sri Arvind Srivastava-III, learned counsel for the petitioner and Sri B.K. Srivastava, learned Standing Counsel for the State. 2. This Court entertained the writ petition on 06.11.2025 while seeking instructions from learned Standing Counsel. Today, the instructions have been produced which is taken on record as Appendix-B. 3. Learned Standing Counsel has made a statement at bar that he possessed with the instructions which are self sufficient and he is in a position to argue the matter and he does not propose to file any affidavit and the writ petition be decided on the basis of documents available on record. 4.
