By means of this petition filed under Article 226 of the Constitution, petitioner has sought to question the charge-sheet and the departmental proceedings initiated against the petitioner by the State Government under the order impugned on the ground that those persons who were entrusted with the task in question regarding the scholarship, themselves admitted that for the misplacement of the documents Sunil Kumar Verma and Ritesh Kumar were responsible and hence there was no occasion to proceed against the petitioner. 3. Per contra, it is argued by learned Standing Counsel that the statements made by the concerned persons are subject to further verification in the domestic inquiry and unless and until it is pleaded that the charge-sheet has been issued by an incompetent officer, this Court may not exer
