And 3 Others Counsel for Petitioner :- Ram Bali Ram,Satya Prakash Upadhyay Counsel for Respondent :- C.S.C. Hon'ble Ajit Kumar,J. 1. Heard learned counsel for the parties. 2. Petitioner is a complainant and wants investigation against the appointments made by holding a departmental enquiry. 3. In the considered view of the Court, a third party who has not been the applicant against the advertisement cannot be permitted to agitate a service matter as it is a sheer contract of employment between employer and employee. Neither the petitioner has any stake in service of the petitioner, nor the petitioner in any manner has any claim to the post which is occupied by appointees. It is settled law that the Public Interest Litigation is not entertainable in service matters. 4. Accordingly, this petition is dismissed for want of locus standi.
