The instant writ petition in the form of public interest litigation has been filed seeking therein the following reliefs:- "(i) issue a writ, order or direction in the nature of Mandamus commanding the opposite parties to ensure an immediate, adequate, and timely supply of urea and other essential fertilizers to farmers in Gonda District through authorized channels at regulated prices, keeping in view of difficulties in agricultural work. (ii) issue a writ, order or direction in the nature of Mandamus commanding the opposite parties to inquire the matter and take strict action against black marketing and unauthorized sales of urea and fertilizers in Gonda District, including the identification and prosecution of those responsible persons."
