Hon'ble Ajit Kumar,J. Learned counsel for the petitioner states that he may be permitted to withdraw this petition with liberty to file fresh, as he wants to submit some more documents and also bring more facts on record. Sri Purnendu Kumar Singh, however, submits that petitioner has belatedly approached this Court and therefore, petition is liable to be dismissed for delay and laches. Be that as it may, since the petitioner wants to bring some more particulars on record, liberty rests with him to file a fresh petition.
