Learned counsel for the respondent has submitted that the benefit of the judgment impugned herein this writ petition on similar lines has been extended to so many similarly situated persons working as water-man and gardeners. 3. That being the position, the department is under an obligation to carry out the directions issued by the learned tribunal. That apart, the judgment impugned herein this writ petion has exhaustively dealt with the rival contentions of the parties leaving no scope for taking a different view by this Court in exercise of the supervisory jurisdiction. 4.
